Whilst camps do not provide durable solutions to situations of displacement, caused by conflict or natural disaster, they are often the only refuge for communities who have been forced to flee their homes and are seeking safety, shelter and material assistance.

It is estimated that around a quarter of all displaced communities live in camps or camp-like settings. With millions of refugees worldwide, and an escalating number of internally displaced people, there is a need for the effective management of camps, as part of an effective humanitarian relief response.

With a wide range of stakeholders and service providers involved in the life of a camp, camp management focuses on developing effective coordination mechanisms that support the provision of assistance and protection.

Camp management aims to ensure that gaps in services are identified, duplications are avoided, and the fundamental human right to life with dignity, is upheld for the camp community.

The Norwegian Refugee Council offers camp management expertise and capacity in three key ways:
as a camp management agency in the direct management of camps;
through the provision of camp management training and coaching;
through camp monitoring.

Both at the global and national/field levels, NRC is an active partner in the Camp Coordination and Camp Management (CCCM) Cluster.
