Housing land and property rights of displacement affected communities in Gedeo and West Guji

December 2018 | Ethiopia is an ethnically diverse country undergoing significant change; protests in early 2018 led to the resignation of Prime Minister Hailemariam Desalegn in February, and current Prime Minister Abiy Ahmed took office in April. Abiy is of the Oromo ethnic group, a people who had felt marginalized and disadvantaged under the prior regime. Inter-ethnic violence erupted almost immediately; Abiy was elected Prime Minister on 2 April 2018, and it was reported that Gedeos living in Oromia State started fleeing on 4 April 2018.  

To better understand the dynamics of the current conflict, this report provides some background information about Ethiopia’s land tenure regimes and how this relates to the tensions between the Gedeo and Guji communities. It analyses Housing Land and Property violations that were reported to the field team, and provides some recommendations to inform the current humanitarian response.
